stats are computed across every observation whose Pacific-time hour
matches a selected hour.
avg dir is the wind-speed-weighted
vector mean (skips VRB and 0 kt). xwind uses
|sin(wind - runway)| · speed; VRB observations are excluded
from xwind stats (they have no defined component) but still count
toward wind speed and gust averages. beneath minimums
counts obs where vis < your threshold, any BKN/OVC/VV layer is
below the ceiling threshold, or |xwind| exceeds your crosswind max
(when runway data exists; missing xwind is not a breach). Active runway (when set to
auto) is the runway end whose heading is closest to the
prevailing wind for the selected window.
